In a new test storage, you can create tests from existing test questions and folders. Click on 'Create test' in the left section of the page, and an interface will appear where you can drag questions to the test field, and organize them. You can also place page breaks and random blocks in the new test. 

When you have created your test, you can save it by clicking 'Save' on the right.
