According to default setting scene tools are ordered by their type. But the "Rearrange tools" menu give you the opportunity of moving tools anywhere on the scene main page. 

Click on "Rearrange tools". 



Now you can see the list of tools in a box. Inside the box you can rearrange the tools with drag-and-drop and move them anywhere. 

Moreover the "Rearrange tools" menu give you another opportunity. You can add as many new box as you want. If you use more boxes then it is possible to make a more different scene main page as the default. 

When you add a new box you have to give its name, visibility and description. After creating a box you can drag-and-drop tools inside the box from the previous tools or you can create new tools inside this new box.
