You can copy questions from one folder to another and insert questions from the Personal question bank to a scene's Question bank. 

To copy, enter the folder that you want to copy questions into, and click on 'Insert questions'. 

A window will pop up, where you can select that which questions you want to copy. 

Click 'Copy selected items'.
